Phila. 'Washington' / Jul 8 10PM' pmks and 'Fee claimed at office of first / address N.Y.P.O.' Wiseman was an important liaison between the British Government and the Woodrow Wilson administration during the First World War and was also head of the Secret Intelligence Service (SIS) Section V counter-espionage unit in New York.
