Early planning of a Falmouth Naval Harbour. James Manderson. 'Twelve Letters Addressed to the Right Honourable Spencer Perceval. Wherein a View is Taken of the Present Magnitude of the British Navy, The Royal Establishments for its Equipment and Reception, Compared with Those at Different Periods of its Strengths etc,' first edition, viii, 150 pages + errata leaf, new endpapers, attractively rebound in quarter calf, contrasting red morocco label, marbled boards, T. Hamilton and Sherwood, Neely & Jones, London, 1812. The chief aim of these letters is to advocate the making of Falmouth Harbour, a naval station. The author advocates a westerly naval station. The concentration on the north sea is inadequately situated for the increased use of the Atlantic Ocean. The remaining two of Portsmouth and Plymouth are insufficient as, "experience has proved, that where one ship or vessel, generally speaking, has been required eastwards of the south foreland, at least two have been wanted southward and westward of the lands end".
