GUERNSEY - 'ANTI-GRAHAM' PROPAGANDA COVER WITH 1d RED TIED BY "GUERNSEY/324" DUPLEX; 27 Dec. 1869 small env. (some wear; part flap lost) addressed to Plymouth with a 1d Red (pl.110) tied by a partly fine Guernsey duplex having a remarkable printed propaganda text on the front in French which translates as "PENAL CODE, BOOK III, TIT. I, ART. 187. All suppression, or opening, of letters consigned to the Post... by... the postal administration, will be punished by a fine from 16 francs to 300 francs...". Reminiscent of the Anti-Graham campaign of 1844 aimed at the London Secret PO. The only example of this propaganda envelope that we have recorded.
