** GREENLAW (NR. EDINBURGH, SCOTLAND) - LETTER EX FRANCE TO P.O.W. BUT HELD IN PARIS P.O.'s "CABINET NOIR"; 8 Nov. 1806 E (unsealed; contents removed except for strip at top withe dated heading - some toned damp-staining at top with reinforced fold) from "Concarneau" to; "M. Jean Pierre Roussel, Prisonnier a Greenlaw Depot pres Edinbourg en Ecosse" with mainly fine "P.28.P/CONCARNAU" on the front beside a very fine red Paris "P.P.P.P." mark and having the "18" prepaid rate on reverse, but clearly never delivered - letters still in transit after Napoleon's suspension of Mail exchange from 21 Nov. 1806 are thought to have remained in the Paris P.O.'s Secret Office ("Cabinet Noir").
