likely assumption is yes converted to anchor, No pendulum. The clock requires full restoration, the movement ticking when briefly wound but not striking, the strike/silent hand appears to be a dummy and hand screwed tight. Case earlier with with typical wear and surface flaws, the dial not original to the movement, the back plate with several holes present - see images for guidance, personal viewing advised if possible
