** MONTGOMERY (WALES) - LETTER FROM FRANCE TO PAROLE P.O.W. BUT HELD IN PARIS P.O.'s "CABINET NOIR"; 21 Sept. 1806 EL (unsealed; from the addressee's mother with family news etc.) from "Troyes" to; "M. Paillos, Enseigne de Vaisseau Provisoire, Prisonnier sur Parole a Montgomery" with partly fine red "P.9.P/TROYES" on the front along with mainly fine red Paris "P.P.P.P." and having "80" prepaid rate on reverse, but clearly never delivered - presumably it was still in transit after Napoleon's suspension of Mail exchange from 21 Nov. 1806 and so thought to have remained in the Paris P.O.'s Secret Office ("Cabinet Noir"). There is a distinctive flattened oval red (censor's?) wax seal at the top of the inside page.Very rare; Welsh POW covers are very seldom seen.
