c.1837 and 1839 Printed P.O Circulars giving the regulations for franked mail to foreign parts, only public despatches to and from Secretaries of State, British Embassies and Legations at foreign courts being free; also 1839 (July 19) printed G.P.O letter sent with the second notice explaining that this applies to the Indian mail through France, but franking is still possible via Falmouth and heavy documents should be sent by that route.
