RARE MADRAS "KINGS POSTAGE/INLAND POSTAGE" MARKINGS ON COVER FROM DUMFRIES TO ARTILLERY SURGEON; 23 Mar. 1817 EL from "Dumfries" (Scotland; boxed mileage mark on the front) to a "Surgeon to the Battalion of Artillery, The Mount Madras" routed via London (26 Mar.) with a mainly very fine crowned 2-ring "INDIA PACKET LETTER/G.P.O/LONDON" cds on the front and so charged "4/7½" (1/1½ inland + 3s-6d Packet rate), and endorsed "P. [Packet] Rochester" on the flap. Redirected on arrival in Madras the addressee (presumably up-country with his Batallion) and so having mainly very fine strikes of the very rare Madras "INLAND POSTAGE/KINGS POSTAGE" on the top flap endorsed "2r [+] 2r" to pay on delivery.
