MERCANTILE PAPERS - RARE "HENRY HOOPER" CIRCULAR SEEKING PUBLICITY "UNIFORM PENNY POSTAGE"; 21 Mar. 1839 printed circular in the handwriting of (and "signed" by Henry Cole's great friend "Henry Hooper" who printed and published most of the Mercantile Committee on Postage's 'Mercantile Papers' propaganda circulars in 1838/9. It was sent to newspaper editors around Britain exactly one week in advance of the date of the resumption of publishing of the M.C.P.'s "Post Circular" newspaper, asking editors to include full details of the recently published final report from the Select Committee on Postage, as well as asking editors to arrange their own pro-postal reform petitions; "The gratifying recommendation of An Uniform Penny Postage by the Select Committee... seems to them to demand increased energy to obtain its triumphant success... The Committee would feel particularly obliged if you would cause to be inserted in your paper these extracts [of the SCP Report] in your paper and... by the insertion of the inclosed petition [in your paper]...". Highly significant and rare Cheap Postage Committee circular. One of only 4 examples recorded.
