No, but if you really want one, I was a naval officer aboard an ammunition transport: I'll fill one out. They are near on 100 years old and clearly empty of explosives and primers as can be ascertained by unscrewing the fuse caps. It is questionable whether an FFE certificate is required: they were not intended for antique items.
