** PLYMOUTH - PRISON SHIP LE ST. ISIDORE - UNPAID LETTER TO P.O.W. BUT HELD IN PARIS P.O.'s "CABINET NOIR"; 18 Nov. 1806 EL (slight seal offset stain on front; from the addressee's father stating that he has no means to help his son, with a separate letter on the same sheet from the Mayor's office on the same theme) from "Guingamp" to; "Sieur. Douallan, Prisonnier de Guerre a bord du ponton Le St. Isidore a Plimouth" with partly fine "21/GUINGAMP" as sent unpaid and so returned to Paris, and clearly never delivered - letters still in transit after Napoleon's suspension of Mail exchange from 21 Nov. 1806 are thought to have remained in the Paris P.O.'s Secret Office ("Cabinet Noir") - there is a distinctive flattened oval red (censor's?) wax seal at the top of the inside page.
