Lord Sidney Herbert of Lea (1810-1861), signed letter from Sidney Herbert, dated for 8th June 1861. First Baron Herbert of Lea, he held numerous military positions throughout his career, including; Secretary Admiral 1841, Secretary for War 1845, Secretary of War War 1852 under Lord Aberdeen. He was a friend and promoter of Florence Nightingale and was responsible for numerous army reforms. He took office again as Secretary for War in 1859.
