Provenance: Herbert Windle was appointed Chief Constable of the Borough of Hanley in 1875, a post he was to occupy until his retirement in 1901. A reformer, he won the support of the Watch Committee, improving the wages and working conditions of his officers. Windle was therefore one of the most important men in the Potteries, at the height of the region's success, in the last quarter of the 19th century
Slight wear to gilding on handles, undamaged, no restoration
