The Medal was instituted by Decree 35667 of 28 May 1946 in four classes to be awarded to 'militares que revelem excepcionais qualidades e virtudes militares, pelas quais devem ser especialmente apontados ao respeito e à consideraçà£o pàºblica' (military who display exceptional military qualities and virtues that merit public respect and acknowledgement).
