COVERS & POSTAL HISTORY 1789 (5 Oct) letter from the Comptroller General of the Post Office, John Palmer (instigator of the British system of Mail Coaches), to the Postmaster General, Thomas de Grey, 2nd. Baron Walsingham. A fascinating personal letter commenting on his wife's illness and his children's education. Note: On 11 September 1789 Palmer was appointed surveyor and comptroller-general with a salary of £1,500 a year, his 2½% commission on the nett profit took effect on all revenue of the Post Office over £240,000.
