** SCOTLAND - P.O.W. LETTER FROM LOCKERBY CENSORED BY "Wm. Martin" & ENDORSED "Not paid" IN RED ; Fine 17 July 1813 EL (sealed with wafer; cleverly folded in an envelope shape) from POW "Felix de St. Margueritte" in "Kelso" to his sister and father (Baron Reynardi de Belveder) in Nice (redirected to La Roure and so with two strikes of "DEB.NICE" on the reverse) and most unusually endorsed "12. Not paid" in red and also signed "Wm. Martin, Agent" by the Lockerby Censor-Agent on the front. It would probably have been sent via London to Plymouth and on to Morlaix, so it was charged "13" (decimes). The writer - in a diminutive but beautiful hand - says that he has received two letters "via the Marine Commissioner of Morlaix" and he asks for more funds.
