** CHATHAM (PRISON SHIP 'BUCKINGHAM') - LETTER EX FRANCE TO P.O.W. BUT HELD IN PARIS P. O.'s "CABINET NOIR"; Very fine 27 Nov. 1806 EL (unsealed; family news etc from the addressee's brother-in-law) from "Cassis" addressed to; "M Victor Vidal, Prisonnier de Guerre a Bord du Ponton Le Buckingham a la Riviere de Chatam" with mainly fine "P.32[?].P/CASSIS" on the front but with no Paris marks and with "11D" prepaid rate on reverse, but clearly never delivered. Letters posted soon after Napoleon's suspension of Mail exchanges (from 21 Nov. 1806) are thought to have remained in the Paris P.O.'s Secret Office ("Cabinet Noir").
