Russia 1917 envelope posted to Riga from Petrograd in an 'All-Russian Union of Towns Committee for the Western Front' cancelled 5/4/1917 on two blocks of (4) Romanov definitives overprinted with Type I provisional government stamps which were not authorised for postal use. In this case they seem to have been accepted
