RETALIATORY RATE COVER BY S.S. 'NIAGARA' FROM ENGLISH VILLAGE P.O. TO BOSTON; Unusual 18 Aug. 1848 env. posted from "NEW-MILLS" PO (partly fine UDC on the front; a village in Derbyshire but near Stockport, Cheshire) to "Lowell, near Boston, USA", prepaid in cash and endorsed "Per Steamer". The rate was initially wrongly written as "Pd 2/-" in red but this was changed to "Pd 1/-". Carried by the Cunard S.S. 'Niagara' on the 9th Retaliatory Rates sailing - hence charged a second time on arrival in the US with a mainly fine "NEW-YORK/SHIP/29cts" cds ("SEP 1") on the front. Postage was paid fully twice - on posting and delivery - due to the dispute between the POs of the two countries.
