TO FRANCE ENDORSED "P:P:L:"; 10 Nov. 1809 EL (unsealed; as per censor regulations? - 70% with light stains incl. whole address panel) from a POW, being a "Certifficat d'Existence" for "Major Jean Teulet... 4eme Legion de Reserve, detenu prisonnier de guerre @ Baylen Andalusia [22 July 1808]... sur parole a Chesterfield, Derbyshire" (signed by 3 Generals etc.) sent to his wife in Versailles routed via London being charged "9" (decimes; rate from the Cartel port of Morlaix) on delivery. The meaning of the red manuscript "PPL" annotation at top right of the address is still not clear but may well indicate "Postage Paid to/via London" (although that postage was not paid to the Chesterfield P.O. in this case).
