Warren (sent & forwarded in Havre with cachet) to the Secretary of the Navy in Washington, D.C. asking to be relieved of command due to ill health whilst also accounting on piracy suppression & complaining about the quality of the crew; bears a red "FREE", unusual on trans-Atlantic mail.
